So looking at the photo I can see shelf brackets, maybe the piece of wood is simply because he doesn't believe the weight limit on the brackets?
Also there's a gap in that "support" and looks like a screw through it so maybe he can't knock it over. That said I wouldn't use my tank as a weight bearing point.
Not sure the weight limit of those brackets, I want to say 100-150lbs per pair. Up your game though
