Is that asbestos or plaster?

Hi all,

I was trying to make a cutout in my baseboard to route my cables etc and finish it off with a faceplate.

I encountered this when I removed the baseboard. Is that asbestos or plaster? It's an old house but has been inspected for asbestos by the city etc.

I do not see any fibrous material in it but I have not cut it further.

I'm pretty sure it's plaster. There should either be wood or chicken wire behind it

Thanks. Yeah I think it's plaster too but just wanted to check..
