Can I use a dremel to frag zoas?

U can't cut rock with bone cutter or dikes

I'm sure you can..just have the right bit to cut them up ...a diamond bit is good for cutting rocks and plugs.

With eye protection I have cut the rock or rubble the zoanthid is attached to, then I broke the rock through with a screw driver twisting it in the cut, leaving the coral connecting the two pieces, and then I sliced the coral with a box cutter or razor. Cut with the dremel from the back side. If the rock is too thick then using a band saw to make cut to then break the rock would work. I wouldn't cut the animal with the dremel or saw.

I would use bone cutter on rocks. dremel is good for cutting plugs but for zoas specifically on plugs i just scrape them off with a razor( I use ceramic plugs I wouldn't recommend scraping on a rubble plug). If you decide dremel is the way to go, go from the underside then when you get near the flesh use a razor to cut the flesh then snap the plug/rock. Try to avoid flesh-to-dremel contact as much as possible the friction will heat up the coral and basically cook it.
