Fish at Bottom of tank

My two fish are at the bottom of my tank, I tested water and everything looks good but phosphate is just a little high. Any suggestions?

Eating?
Newly added fish?
Clamped fins? (Can't really tell from picture)
Gulping water, like breathing heavily?
Red gills?

Sounds slightly like an ammonia issue, but not enough info to tell.

More specifics on "everything looks good" regarding water quality would help.
In particular, it is common for experts to skip testing the basics.

Temperature? Salinity? Ammonia?
All powerheads/pumps/skimmers really working properly?
 
Just an update, I used carbon and there is no change in fish. They are still at bottom of tank, when i try and feed them they swim on the bottom to get to food.
