Those correction factors are over simplified for the end users.
Yup, if your light has a lot of wavelength at a part of the spectrum the sensor is not sensitive to then the correction factor isn't going to correct much.

There's a reason why actinics look super dark it's because our biological sensor (our retina) is not very sensitive to that wavelength so it under reports to the head unit (aka brain) :D
