Rust inhibitors, neutralizers or what not?

I'm working on a little project at home, in the garage area... Been disconnected from and neglected my little ride for years now and want to give it the attention it requires.
I know for quite some time of Por15 to be used to "neutralize" surface rust. There's also Rust Mort and some others on the market.
any suggestions, preferences on products to solve the issue of rust on an old car's surface? Is mostly surface rust and some hard to reach places where a wire brush just won't reach, the trunk, inside of the doors and floor boards.
Any input appreciated.

Inside bottom of the doors have rust.
I’m gonna try my luck at polishing some pot metal pieces. Bumpers have surface rust and I’m using a flap wheel to remove it. Have to start a piggy bank so I can have at least the big pieces re-chromed. What pains me is the wire wheels, when I bought them I thought they were stainless steel; it would be cheaper to buy a new set than dealing with chroming those again.
