One anecdotal report; I scrubbed some rocks in my tank with a plastic brush once to clean off some ugly algae.
Not sure what I stirred up, but doing so released something into the water that killed half of my fish and a few corals. Can you take the rock and scrub and rinse it?

Nope.
 
So stainless or plastic brushes are ok if done correctly. I have used both on algae in my tank.
BUT!

1) Make sure they are free from contaminates.
Only use them for aquarium. Soak in vinegar to remove anything from manufacturing.

2) Be careful what you scrape
If you shred a toxic paly or something, that can release toxins in tank, which
could be dangerous to fish or even you.
 
I get stainless steel ones from my welding supplier. I’ve not noticed oils on mine but I can’t say I was looking out for it either.
