Dosing nitrates (Neo Nitro) causing Cyano

I tried to raise my nitrates a while back by dosing Neo Nitro, and the following days i had what appeared to be a cyano bloom.. red dusting all over the sandbed.. vacuumed it out, stopped dosing and nitrates have fallen back to <2ppm, and cyano went away.. What's the trick to increase or dose nitrates without feeding a cyano bloom.. Or should i keep doing nitrates, let it get ugly and let the cyano get beat out by something else and let it re-stabilize? What am i missing? Phosphates are .06-.08.

I only raised it about 3-5 ppm with about 30-50ml to 75g over a couple days.. when I stopped dosing, it was well under 10ppm.

And phosphates were as stated above? What do you use to measure nitrate and phosphates?

Yes, Hanna LR and api nitrate. Both have proven to be accurate.
