@RandyC. Yes, total 4x 1” bulkhead inside the overflow box. 3x for drain and 1x for return. Then that 1” return will eventually need to connect the the 2x 3/4” bulkhead output to the tank. look at the tank picture showing the overflow box with two output bulkheads.

I don't think flow will be affected much if you do it either way. If the overflow box lacks real estate space, reducing to 3/4" at the 1" bulkhead may serve you better.
 
Finished reinforcing the stand by adding the two support in the middle.

The tank has starboard on the bottom (outside of the tank), the stand also use starboard top. Do you think I need to use leveling mat in between the tank and stand?
 
First water test Failed.

I add some water to the overflow box first to see if any leak to the bulkhead to outside of the tank. Unfortunately there are three leaks that I spot outside of the overflow box.
Seem like the leak from bad silicone job inside the overflow cause water leak on the bottom of the overflow. Water travel under the starboard back to the tank.

I did not check the bottom of the tank since it glass all around the 4 side pannels.

Anyone know how CDA structure for the bottom of their tank?
Is it start board under then glass then starboard inside and glass along the inside around the bottom?

If I understand you correctly. You filled the overflow with water and the water leaked out into the display. If that’s correct. It’s fine. Just as long as it’s doesn’t leak out the aquarium on to the floor.
