Banned coral?

So I was wondering about colored capnella corals. Are they banned? I have seen these as Kenya trees or colts. But then I saw an lfs selling the green variety as Japanese yellow for like $100 a frag.

Nepthea is permissible, though not a bonus or ultra coral; my understanding is that it does not drop "branches" of itself all over the tank.
