Tested my tank today with a new Hanna salinity checker and my tank really is at 29 PPT, gonna work on raising it up to see if that has an impact on the growth of my anemones.

I know that the cold water anemones on the California coast do it to prevent itself from drying out when its exposed to air. Your's isn't literally exposed to air but its probably some form of energy saving or way to protect itself.
