If they are anything like my clowns they would be happy in a glass of water. They are not real active swimmers and if they have an anemone or other "host" I think they will be ok in the 14g. Just ensure the stocking and bio load is suitable for the tank.

At this point your nitrates are so high the only option is large frequent water changes. After you have your nitrates under control weekly 10% water changes would be recommended.
