Airport Carry On

I brought mine to Philippines last 2 weeks ago. It was inside the tripod bag, but they didn't allow me to hand carry the tripod even when it was inside the tripod bag. They didn't allow foldable umbrella to be hand carried too.

What airline was this?
I am going to try and go for the carry on, because a camera tripod is not on the TSA's list of restricted items.
