You can message seller and they will likely sell for less than the 10 minimum listed. They will also provide a quote for shipping. I have bought a bunch of stuff from Alibaba and never had to pay any customs charges.

If it's even half as intense as the ATI it should be plenty strong. If I cranked mine up to 90% It measures ~640's on the sandbed. I doubt I'd ever come close to needing the full wattage.
