Garden eel tank

Hard to say with that stand there. Tank is most likely recessed with the bottom portion that we can't see.
On another note, during my recent trip to SoCal, I did see one that was in a shallow tank with some other fish. It was actually kept in a softy tank with a filefish (that was trained to eat pellets and flakes) and a small black ear wrasse (H poeyi). Sandbed was only ~3" and the fish was in there for about 3 months. 3 of them went into the tank and only 1 acclimated to tank. It was eating flakes floating past it.

Wonder why it's so tall, do the eels come that far out of the sand bed?
