Good place for a snowy day?

Any suggestions on places "near" by to go have fun in the snow?
Good place for a dad on a tight budget and two kidos that want to have plain fun in the snow?
Can't afford the day-pass price of some ski resorts, not for a family of four+

Unfortunately there's a MAJOR snow shortage this year at the "near by" (Tahoe area), only places that have snow really are the resorts with bucks who could afford snow machines, and even they're hurting.

Now if you can wait until there is snow, there are plenty of "Sno Parks" on the way to Tahoe, that cost something like $5 (maybe $10 now) for a pass which is valid for 1 day. But I've had some pretty fun times in that, cheap easy, and don't have to go all the way to the other side of the mountain either. You may find snow tubing at some places, but a lot of it is so-so at best, but you can still do snow stuff (whatever "fun" means to you is up in the air). If you want to ski/snowboard well good luck finding out how to do that on the cheap!
 
There's no snow up there. We went to Soda Springs the day after xmas and the drive up there would make you think it's spring time. I believe we paid $25 per child to get into Planet Kids but A LOT of it was closed because of the lack of snow. There is another place right off of 80 where you can go tubin but not too sure how much that costs.
 
No snow board/ski family here so fun has to be kind of the old snow-ball fight or use couple plastic sledges we bought at sidewalk sales; tube riding sounds fun.
Guess we will wait for snow to fall.
