Skimmer Micro Bubbles?

I installed my new sump yesterday and my new Octo 160. I am getting a large amount of mirco bubbles in the tank. I unplugged the skimmer and it did not solve the issue. Is it possible that the line-loc's are sucking in a little air? They are not fully submerged.

Also how long till the skimmer should be making foam into the cup? I have it in the open(wet) position to break in. It is about 1-2" below the bottom of the cup. Skimmer is in 8.5" of water. Octo says 8-10", so should be good.
