Does your water just have chlorine - not chloramine? If so, you might want to try this filter I used to use that produces no waste water:

It is still available. And yes, lemon tree does have some lemons now.

Now days it is safe to assume all municipalities in cali to have chloramine except well based tap water..

I was in south San Jose on well water. No chloramines but 450 tds.
