Mine didn't grow at all in red. That makes sense in that they color of a plant is based on light reflecting off it. Green plants don't really use green light. Red plants don't really use red light. I switched to a coral color light and it started growing.

My experience is the biota one will very quickly outgrow that first tank, and probably quickly outgrow the second. They grow fast and you'd likely need to re-home eventually either way. Easier to re-home when small.
