If it's quality cast acrylic it shouldn't leach anything. From my understanding, polycarbonate will actually absorb more water compared to acrylic, but since it's stiffer, it's less prone to warping.

Yeah, Tap Plastics. They have this Polycarbonate Abrasion-Resistant (https://www.tapplastics.com/product/plastics/cut_to_size_plastic/polycarbonate_sheets_ar/517), which doesn't mention any UV protection in the product description.

Looks like you have plenty of room for shims from picture, just need to stack them to fill the gap the start hammering them in to lift. Maybe try two sets of shims, one on each side of the foot, but with enough room to shove the stainless steel plate on once you have the tank high enough.
