These types of grabbers can be found at Daiso and Chinatown. Unfortunately as you mentioned, Jim, the cables inside rust over time.
Trying to find a more permanent solution I've looked at US Plastic's labware section, but so far have yet to find one with a decent reach.

Lance mentioned using long bamboo chop sticks for servicing tanks.
