I cut slits on the down tube to vent the air

You just cut slits with an angle grinder or dremil on the down tube? What precise location was thinking the hole needs to be in the top of the 90 ? Can u elaborate with a pic? Curious since i need to do this or change into a T..or tap for an rodi threaded connection for air escape
