From what I heard, you are not suppose to hang anything on the rear mirror either. Is that true?

Legally, yes it's true. I see a lot of people who could be ticketed should a cop want to get really anal, hell a majority of asian drivers I see have that little dangly red thing (and I only call it that because I have no idea what it is), those disco ball crystals, *sigh* yeah just what you want something that has the potential to take a stray ray of light and blind the hell out of you with scintillating colors, finally some people who have mini-flags of their home country... UGH!

Anyways enough ranting about silly drivers :D

in traffic school it was explained to me by a CHP officer just like Mike states it (close enough). There is a small area you can use on both windows. You can also never cover up you serial number (or what ever it's called :D) on your dash either.

Now I have to find the local stories on the cops actual cop cars being broken into and having major stuff taken out (Several in my area alone). Or better yet, the article from SJ about the arms bunker the SWAT Team had that had some exposives stolen out of it. There's also the story on SC police having the evidance local routinly ripped off :D
