Are you sure it’s 18”? When I googled, it says 3’.

Pretty sure it's 18 for the edges. The 36 was for a path to the ridge so firefighters can reach the top safely, but you can confirm with them.

Check your local requirements. For us, it was 36" total at roof peak, so 18" per side. No min distance between panels and they could go as close to the edge as desired except not abutting gutters and with enough access for installation/maintenance (minimal). The exception is the part of the roof deemed the designated access point for firefighters which was labeled on the layout plan, which on my house is the front porch cover, so there the panels are a greater distance from the edge.
Also, as @Darkxerox said, after an aerial view based estimate, an installer walked the actual roof and found there was much more available space between vents and away from edges.

Yep mine used drones to map it due to how steep mine is.

I am so frustrated for you. When I looked into it I got the same kinds or runaround from the same companies, and some others that are so predatory that I abandoned the idea. I also realized that Alameda power is 100% renewable energy anyway, so solar isn't the most needed thing in my world.
I would stay away from any lease - too much room for them to screw you. YMMV
So annoying that they are so icky!
