Depends on the goal of the refugium. If it's to have safe space for some cool critters that wouldn't do well in the main display then sand might be a good choice. If it's for nutrient export stick with just a single algae species no rock no sand.

The tile thing works pretty well. The current aquarium is acrylic so I used white plastic tiles which are a bit too light and slick (harder to get things to attach. But in previous glass aquariums I used travertine tiles from home Depot which worked very well.
