I believe this was a threat he fired out long before, saying he'd veto bills until a water rights bill for Southern California was drafted. So he's using his muscle to strong arm the system.
 
Yanno, I had to read a story about the statistical probability of the column spelling out that lovely catch phrase to actually pick up on it... *sigh* I'm such a nerd.
