720p? What is this 2010?

I would wait for next gen of GoPro. Live stream is their next focus.

Are you going to be able to plug the GoPro in underwater and have it powered underwater?

Will it have a persistent wifi connection?

Persistent wifi connection is already there. Ability to maintain power is a different story. You could technically rig up a case with inductive charging (through the glass) to keep GoPro powered right now.

Even easier solution would be to rig up a water casing for nestcam.

But neither nest or GoPro have the short focal length for our application.

lol why go to all this trouble when you have a purposeful built tool available? 1080p at 60 fps is going to take a lot of outgoing bandwidth. Not everyone has fiber! :p

Bandwidth is as much a function of compression format and compression settings as it is on image size.
Is the format MJPEG / MPEG / H264 / HEVC ?
Can you set Quantization Parameter?
Yes, perhaps overly technical (hey, it is my day job), but most IP cameras do mention some of that.

Still, there is a lot to be said for keeping it very simple.
